Like in windowed mode?
I think Nova disabled that feature since LW.
Hmm... if your trying to run BHD on one screen while adjusting stuff in another... I think you can still do it.
Unfortunately I forgot how to. 
Time is not my enemy, although we do have many disagreements...

Use a {space}/w on your target line
ie: "D:\Program Files\NovaLogic\Delta Force Black Hawk Down\dfbhd.exe" /w
